About this ministry
Identity documentation for every citizen
The Civil Registry Directorate is the government body responsible for all official identity documentation in the Kurdistan Region. It maintains the civil records of all citizens and issues the documents that verify your identity, family status, and legal existence as a person.
If you are a Kurdistan Region citizen turning 15, renewing an expired document, reporting a birth or marriage, or applying for a passport, this is the ministry you work with. Foreign nationals who have acquired residency and need civil registration also use this directorate.
Through the Halzanin portal, you can submit your application online, upload required documents digitally, and book a single appointment for final verification instead of multiple in-person visits with no clear timeline.

Parents can now register a newborn's birth entirely online through the Halzanin portal within 60 days of birth. Physical office visit remains required for the original certificate pickup.
